Himachal Pradesh Changes Recruitment and Promotion Rules for TGTs After 15 Years

The Department of Elementary Education in Himachal Pradesh has changed the recruitment and promotion rules for Trained Graduate Teachers (TGTs) for the first time in 15 years.

Under the new rules, both bachelor’s and postgraduate degrees will now be accepted for the recruitment of TGTs. Recruitment will be conducted through either the Public Service Commission in Shimla or the Staff Selection Commission in Hamirpur. There are 14,224 TGT positions in government schools across the state. The Director of Elementary Education has issued a notification regarding the changes to the recruitment and promotion rules.

The NCTE rules will now be implemented in the recruitment of TGTs in Himachal Pradesh. The previous rules, established in 2009, had different criteria for different cadres, leading to several court cases. The new rules will benefit general category candidates who do not have 50% marks in their bachelor’s degree. Now, a uniform set of recruitment and promotion rules will apply to all cadres.

A common set of rules will be applied for recruitment in medical, non-medical, and arts faculties. The new rules specify that postgraduate degrees will also be valid for TGT cadre recruitments. If a candidate has less than 50% marks in their BA, 55% marks in their postgraduate degree will be considered acceptable. Additionally, a four-year B.Ed diploma with 50% marks in the 12th grade will be required.

Candidates with a BA or BCom degree and 50% marks, along with a one-year special education diploma, will also be eligible to apply. Passing the Teacher Eligibility Test (TET) will be mandatory for all candidates. Under the new rules, either the graduation or post-graduation degree must have at least 50% marks for general category candidates, whereas previously, this requirement was only applicable to the undergraduate degree.

Recruitment for TGTs will be split equally between batch-wise and commission-based methods. Candidates who do not have 50% marks in their undergraduate degree can now apply based on their postgraduate marks. Additionally, changes were necessary due to issues arising from the RUSA subject combination policies, where major and minor subjects led to some undergraduate students being ineligible for TGT positions. These cases also went to court, necessitating the new rule changes.

हिमाचल प्रदेश में प्रारंभिक शिक्षा विभाग ने 15 साल बाद प्रशिक्षित स्नातक शिक्षकों (टीजीटी) के भर्ती और पदोन्नति नियमों में बदलाव किए हैं।

नए नियमों के तहत टीजीटी की भर्ती में अब स्नातक और स्नातकोत्तर दोनों डिग्रियों को मान्यता दी जाएगी। भर्ती प्रक्रिया लोक सेवा आयोग शिमला या कर्मचारी चयन आयोग हमीरपुर के माध्यम से की जाएगी। राज्य के सरकारी स्कूलों में टीजीटी कैडर के कुल 14,224 पद हैं। प्रारंभिक शिक्षा निदेशक ने भर्ती और पदोन्नति नियमों में बदलाव के संबंध में अधिसूचना जारी की है।

अब हिमाचल प्रदेश में टीजीटी की भर्ती में एनसीटीई नियम लागू होंगे। वर्ष 2009 में टीजीटी की सीधी भर्तियों के लिए भर्ती और पदोन्नति नियम बनाए गए थे, लेकिन अलग-अलग कैडर की भर्ती के लिए अलग नियम थे, जिसके कारण कई मामले अदालत में फंसे थे। नए नियमों का सामान्य वर्ग के उन अभ्यर्थियों को भी लाभ मिलेगा जिनके स्नातक में 50% अंक नहीं हैं। अब सभी कैडर के लिए समान भर्ती और पदोन्नति नियम लागू होंगे।

मेडिकल, नॉन-मेडिकल और आर्ट्स संकाय में भर्ती के लिए एक सामान्य नियम लागू होगा। नए नियमों के तहत टीजीटी कैडर की भर्तियों के लिए यूजी के साथ पीजी की डिग्री भी मान्य होगी। नई शर्तों के तहत शैक्षणिक योग्यता में निर्धारित किया गया है कि टीजीटी की भर्ती के लिए बीए में यदि 50% अंक से कम हैं तो पीजी में 55% अंक मान्य होंगे। इसके साथ ही 12वीं कक्षा में 50% अंकों के साथ चार साल का बीएड डिप्लोमा भी मान्य होगा।

आवेदन करने वाले अभ्यर्थियों को बीए, बीकॉम में 50% अंकों के साथ एक वर्ष का स्पेशल एजुकेशन डिप्लोमा भी मान्य होगा। टीईटी (शिक्षक पात्रता परीक्षा) पास करना अनिवार्य रहेगा। नए नियमों के तहत ग्रेजुएशन या पोस्ट ग्रेजुएशन में से किसी एक में सामान्य वर्ग के लिए 50% अंकों की अनिवार्यता होगी। वर्तमान में यह 50% सिर्फ यूजी में है।

टीजीटी की भर्ती बैचवाइज और कमीशन से आधी-आधी होगी। जिनके अंक यूजी में 50% नहीं हैं, वे पीजी में 50% अंक के आधार पर आवेदन कर सकते हैं। दूसरा बदलाव रूसा के कारण हुए सब्जेक्ट कंबिनेशन विवाद के कारण जरूरी था। इसमें मेजर और माइनर विषयों के कारण कुछ साल के यूजी छात्र टीजीटी के लिए अपात्र हो गए थे, जिसके बाद यह मामले अदालत में चले गए थे।
